Often, lone workers complete tasks that are meant for more than one person. Risk assess all lone workers ensuring that they are not exposed to more risks than other employees.
You should make it clear to your employees that health and safety is not just a box ticking exercise. Mitigating these risks could potentially help them in a life-threatening situation.
